In continuation of my secret despatch of

the 7th of September, I have the honour to forward

the enclosed copy of a memorandum of my conversation

with Mr. J.K. Choy of the Chinese Ministry of

Railways as viewed by that gentleman himself.

need not go in detail into the discrepancies between

Mr. Choy's version and mine; but I think I should warn Your Lordship that, in the light of the other

events connected with Mr. Choy's visit, there is good

reason to think that Mr. Choy's version is not mere

guileless misunderstanding, but a deliberate attempt

to commit this Colony far beyond my intention, and

that its author has justified his description by

His Majesty's Minister as being "as plausible and as slippery as the rest of his kind".
